Project Description

City of Waupun requests proposals for the implementation of a lighting energy efficiency upgrade on a performance contracting basis at four facilities: city hall, public safety, public library and community center. The City of Waupun wishes to invite performance contractors to submit proposals offering their abilities and qualifications in the field of providing energy conservation and operational cost savings.

For all those issuing proposals, attention is directed to Wisconsin state statute 66.0133 governing energy performance contracting in connection with public buildings and facilities.  All proposed energy performance contracts and other financing arrangements proposed must be capable of being implemented under the laws and regulations of the State of Wisconsin

Under this solicitation, it is expected that only one (1) energy performance contractor will be selected to perform all of the work for the City. Contractors shall have a minimum of five (5) references. The contractor must have a local branch office that is located within the state of Wisconsin. The branch office may be a subsidiary of the organization’s national office and have local management, engineering, and a field workforce capable of executing the performance contracting services and associated guarantees.

Proposals should be clearly written or typed and include all submittal pages within this document as well as the attachments requested.  While cost to the City is an important factor, it shall not be the sole determining factor of vendor selection.  All contractors submitting bids will be evaluated by the owner, according to the Selection Process and evaluation criteria as outlined in the RFP.

BID/RFP Submission

Contractors interested in responding to this RFP will fill out the following pages and email them to jeff@cityofwaupun.org , as well as mail or drop off two (2) hard copies to the public works office at City Hall by the due date and time. Any late submissions will not be opened or accepted.

All prices should be all inclusive for a full Turn-Key project. These services include, but are not limited to, audits, designs, material procurement, material staging, project management, permits, labor, first AND second shift installation, disposal of old material, equipment and/or rental equipment, site cleanup and measurement and verification practices.
