Business Improvement District (BID)

The Waupun Business Improvement District (BID) was created in 1988 through private sector initiative to further downtown redevelopment goals. The BID promotes the orderly development of Waupun's Downtown Historic District, which benefits the community overall. This proposal is consistent with the City’s Comprehensive Plan and all other City Ordinances and Plans.

Objectives

  • Market the Waupun BID through coordinated promotional and advertising programs.
  • Upgrade the physical appearance of downtown to create an attractive setting.
  • Develop informational and educational programs to show the public of the advantages of doing business in the downtown area.
  • Coordinate programs for educational, technical, and training assistance for downtown businesses to improve their strategies and to promote a positive image in the community.
  • Develop and implement a business recruitment plan for downtown Waupun.

Board Members

The Mayor shall appoint the members of the BID Board subject to confirmation by the Common Council. Upon confirmation, board members serve a 3-year term expiring April 30th.

The Board is comprised of six (6) representatives from the BID District and four (4) representatives at-large. The current BID Board and staff can be found here

Meetings

The BID meets the 3rd Tuesday of every month at 7:00 am at Waupun Common Council Chambers (Waupun City Hall - 201 E. Main Street, Waupun). Meeting agendas, agenda packets, and minutes can be found here.

Programs

The BID funds activities throughout the district, including facade improvement and new business attraction grants; flower and holiday planter purchases; and, promotion and marketing activity in the BID.  In addition, the City partners with Envision Greater Fond du Lac's Ignite program to support entrepreneurial development, and recently joined with rural Fond du Lac County Communities to start the WRNC Opportunity Fund to increase capital for small businesses.  The full BID Operating PLan and grant program applications can be found below.
